No, It does not return to the stops. Guess they find their equilibrium. I suppose this is why we all have slightly different shim requirements. Not all equilibrium's are created equal.

I measured the distance from the rear face of the clutch plate to the rear face of the bearing inner hub face and I got 1.020". That is my spare pulley I got from MrPhotoman with <2,000 miles on it. This should be very similar on all pulleys within the production tolerances. Where my pulley falls in the tolerance range I do not know. The pulleys should all fall within ±.005" of one another I would guess to keep the shims required within a reasonable range. The shims are needed to offset the build up of tolerances on the crankshaft, engine block and SC location face.
What the shim sizes would have to be to fit my car I do not know. The shims directly affect the alignment of the pulley rib pattern. Too many shims and the pulley rib pattern is to far forward which leads to the belt running hotter due to internal friction and the tendency of the belt to want to jump into a better running position. The faster the belt runs the stiffer it will appear to get.
