LOL the swap will be easy to pass with. If we figure out a way for it to work like lantana's then there is no problem at all. They will plug in to the OBD port and it will read that engine like it came with the car originally. No ref involved. If it doesnt work that way and my dad and I do it our way then I pay $100 to the ref and if it passes the sniffer based off the engines standard of the engines year then they give me a sticker with a barcode the smog guys scan.

If that doesnt work then I move one county over and say F smog lol... It would just make my commute to work an hour or so vs 5 minutes.
