I may also use my OBD-II reader to reset the computer and see what transpires.......

When the air pump is working it DOES make an audible high pitched whine, this is normal. It should run for 20-30 seconds or so at engine start.
If it is not doing so, then pull the K40 ( RCM ) - module in the box by the battery, it is the one with all the fuses on top. Remove the plastic cover - (easier said than done sometimes ) Look at the relay on the end closest to the firewall, see if the contacts are badly burnt.
If so, you have 3 options :
1. try pulling the armature off the relay and filing the contacts ( this will last for a while )
2. replace the relay ( hard to find the individual relays, and hard to de-solder the old one )
3. get a new RCM / K40 - $$$$$$
