Interesting you say it's the RCM. This problem started after I replaced the RCM. I did this as a preventive to an outage. My RCM was fine, and it's seems it's biting me in the ****.
Did you keep the original RCM? . Was the replacement new or reworked?. One of the relays may be bad.
