This is where you need to start. It is likely that water is (and probably has been) leaking into the trunk area and has now flooded your Central Locking Pump. If you catch it quickly enough you may be able to "save" the Central locking pump. Once water gets into this area it does not drain out by itself . . Take off the rear trim panel in your trunk and take off the right side trunk trim panel. Lift out the styrofoam piece and you'll see the area (as pictured below) that you need to check. If it's full of water open up a drain plug and drain it out. Open up the central locking module and try to dry it out. Also get yourself some dielectric silicone compound grease (available at most auto parts stores). Clean up all the connectors and apply dielectric grease to the connections before reconnecting the wiring harnesses.

Headlight headache...do you have water in you trunk?
Start with this. Complete checking this area / drying everything out / cleaning up the well area / cleaning all the connectors and applying the dielectric grease before reconnecting the wiring. When you have that done let us know how everything turned out . . .
Then you'll need to seal up the areas that allowed the water to intrude. (likely around the rear wing and wing deck). Do you have a coupe or roadster? SRT6 or NA?
