I think you are on the right track. My only concern about the cover like the one in your picture is that the broken metal parts may potentially damage the SC shaft. (Pin ball comes to mind) I think a shield attached to the supercharger where the lifting bracket goes may be better. Let the broken pieces fall to the bottom.
Standing here looking at mine. That would work lenin. It would be an easy fix. I could bend a nice aluminum piece to bring it up and over the pulley, then polish it out to look good. It would just be a flat piece, but would prevent the hood damage. Let's just hope this is an error on the part of the assembler and not a whole batch of bad pulleys.
