The unseen reservoir will be partially empty when the engine is cold, when the coolant gets warm it will expand and fill the unseen reservoir and maybe overflow into the reservoir you can see.
If there has been any coolant loses when driven, then later as the engine and coolant cool down it will suck fluid from the seen reservoir to keep the system in balance. If your were to remove the cap when cold you would see that you were low on coolant and you could top it up.

If there is no fluid at the sensor I would guess that the fluid was low and the spare fluid was not siphoned out as it should have been. The siphoning should occur even if the system is at ambient pressure.

That is my understanding of the system.
