My car had that fogging problem too. My issue was the hose that drain filler cap area had broke allowing water in and got the insulation inbehind the cover of the wheel in the trunk wet. The area wont fill up with water and you will not notice it being wet unless the cover over the wheel is removed and you put you hand in there. here is a pic of my old and new hose to show where it had broke
