Here in Alabama we are still in the stone age, you need a driver's license, tag receipt copy, proof of ownership and insurance to be legal.
80% of our drivers don't even have those.
I hear they also don't require 4 tires on a car with 4 wheels. I heard you can (say) put one on left rear and one on right front (or visa-versa) and just adjust your body weight until it balances going down the road.
