I agree that removing that washer is difficult and if you don't get it out you simply cannot lift the bottom of the pedal assembly off that stud. I've been there . . . You just need the right little magnet tool for this job . . . a very small magnet on the end of a (usually) telescoping wand . . commonly used to retrieve screws, nuts and / or other little parts that get dropped down into hard to access places.
