I understand where the trunk well is. I understand that the 'actuator' is in the trunk well.

When I close my fuel door the spring is compressed, when I press on my fuel door to OPEN it my spring is still compressed. I think the spring is broken.
My fuel door does not properly close anymore. No matter what position the spring is in the door will open. A two year old could open it with it's fingers. You do not have to push it to open it anymore.

I appreciate your help. I'm sorry if I'm not understanding correctly.

If the locking pin is not to be seen then it is possible that the tether attached to the cap is in the way of the door and stops it from being flush.
I cannot see why they never fixed the fuel door problem.
