That noise from the box the RCM in is most likely the little vent fan at the bottom, it draws cabin air in to vent the modules. It also keeps the box under slight air pressure to keep dust out.

Start with a real BOSCH CPS and go from there - the generics have caused all sorts of headaches - yet, some other people can put them in and htey work - sounds like loose tolerances on the generic items to me.
