LEDs simply do not have the needed lighting angles for a halogen/HID projector bowl to properly focus the light into a nice sharp cutoff, with good distance. All these things will do is glare like hell to oncoming traffic, and they will mostly flood the foreground of the car with light and not much in the distance(where you want light).
I think/agree the H7 Halogen has its light emitting part at a fixed position, and headlight reflectors are designed in such a way that from that fixed position the light is projected in a most ideal manner to the street in front.
The new LED lamps have the actual LEDs in that very same position. And they have two LEDs on both sides of a narrow strip , covering as good as 360 degrees. As the Weisslicht mentioned above.
The older, 1st generation LEDs had LEDs all around, causing the glare that blinds opposite drivers.
