I do not think that oil blow by from the SC necessarily means a new or recon blower. If the rotor bearings had failed then the rotors may have touched but if the oil seal(s) have failed anywhere then replacing the bearings fitted with the correct seals would cure the problem. The rotors and gears are in separate chambers, separated by a wall with bearings in it. The gear chamber will see varying air pressure due to blow by, this would be evened out to some degree by the hole in the pulley shaft.
That is my take on it anyway.
