In Florida, when I found my SSB-SRT, at an insurance salvage yard, it was sold as "water-flood damaged", After inspecting the vehicle and determining that water never got inside, I bid on it and won and was furnished with a title that said - "Rebuildable". After washing the car and getting a 10 day tag to drive it to the inspection office and paying a 100.00 inspection fee to the Fla Dept. of Hwy. Safety, they issued me a title that said "Rebuilt " and reason:-flood/water damage. I am sure it is different from state to state as was posted earlier. I cannot imagine bidding on a salvage car without knowing what you might be getting into. I am thinking there is more to the story than has been divulged about the car as well. Illinois you said, that explains a lot of the non-transparency in details right there.
