My eyes will be 68 years old in a month and I use glasses for all my driving. YES, I can see much better at night with the 4000k bulbs. The light is much more like daytime sunlight.
When I was younger I worked regularly at night and our lighting was red to help maintain good night vision when we went outside. I could see much better then, but now it takes a very long time for my eyes to adjust to night vision and they aren't what they used to be. So for me personally the 4000K is a much better light. I run them in both high and low beams.
