If the key blank is the correct shape you can have it cut to open the door but it will not start the car, as there should be a chip inside the fob that interacts with the halo around the ignition switch to confirm it is the correct key.
The chip are programmed to each car with a unique code, the chips are programmed at select businesses that are licensed to do this. It is a security precaution to prevent theft of the cars.
I think that you should get your money back ASAP. If this is a legitimate key then it is the first I have heard about it on this forum. Legit keys start at around $250 and are programmed to start the the car it was made for, you have to program it yourself to remotely unlock the doors, a ten second process that needs no skill.
