Kilz is common here in the states, painters use it as a prep coat even in houses.
It sticks to anything with little or no prep and makes the final color coat look much better.
I tried even bead blasting those heat control caps, paint still wouldn't stick until I spied that spray can of Kilz up on the shelf. 2 coats of that, then 2 coats of red caliper paint and I was in business

Thanks , it sounds like those caps might be Galvanized ?
I will leave mine grey ,they match the intakes .
