Im mostly troubled by no DTC's.. almost everything should throw a code, according to the service manual..
If it is the siren making the noise then it will be louder outside the car, the siren is under the cowel just in front of the windshield.
Fans under the dash? The only one I can think of is the heater fan under the glovebox.
