Wrong. You are not reading my posts, a failed output from the Engine Control Relay will cause the car to not crank, that is, not engage the starter. In this case, the engine fan will, once you turn the key on, run up to full speed in about 20-25 seconds - this is a sure sign that the engine control relay's output is not making it to the ECM.

It is a very valuable diagnostic test.
