The car was not flooded was it? Yank the trim out of the trunk, is there water damage to the electronic modules in the rear wheel wells? Are there signs of water intrusion under the carpet/trim in the trunk?
If so, you have a long but not impossible road to restoring the car to where it should be.

The top not doing anything can be as simple as the switch in the frame (over the passenger's head) or the divider switch in the trunk not closing. When you unlatch the top from the frame, the light in the top switch should come on, if it does not light, I'd bet you have water damage in the trunk. If the light does come on and you press the button, you should get a warning beep OR the top should start moving. If you get no light in the switch and/or no warning beep, my money, again, is on water damage in the trunk.

The spoiler not acting right can be a bad wheel speed sensor, weak battery, corroded battery terminals, issues with the Body Control module, water damage to the pump/security module in the passenger side rear wheel well, etc.

But it does not sound like you want help fixing it, it sounds like you want someone to just fix it, that is, you want to take the car, drop it off and pick it up a week or month later and have it all fixed. If so, you are going to spend a lot of money on it and probably never get it going. We have a lady school teacher here that has been able to get one of her water-damaged cars going, but she did it herself, took many, many hours and a not-too-bad amount of money. But at $90 or more an hour, you don't want to be paying someone to fix a water damaged car - get in there and find out if there is water damage, if not, fixing this car should be easy. If it is water damaged, the path forward is going to be a lot more complex.
