The rotors wear down just like the pads do. Not as quick but they do wear down. Back in the day they used to put rotors on a lathe and cut them down "once" to save you from having to replace them so often. However nowadays the cost of rotors is cheap enough I'm not sure if very many even have that done anymore.
You are correct though that if you buy the right pads you could just change them....as long as your rotors are still in good condition.
