You assume wrongly, the three tries and then a lock out is normal and is to prevent a key with the wrong or no chip from starting the car. In your case as long as the key has the correct functioning chip there is something wrong with the SKREEM, the halo around the ignition switch or the wires to the SKREEM from the halo and hopefully nothing more serious than that.
