Its not the RCM. I’ve just soldered up the three connection points that are the culprit and the fan does not turn on when attempting to turn it over

yesyetday it started after sitting. And it started again today
cluld it be starter or have I missed something on the RCM

My guess is starter it turns over twice but dies before it actually starts. Any suggestions or test procedures to narrow it down would be appreciated
My guess is that it senses something is not giving the correct feedback so it quits, normally if it turns over then it is not the RCM.
Can you hear the fuel pumps when you turn the key to the 1st position?
What about the crankshaft and camshaft position sensors they could cause trouble. Also study the relays in the RCM when they key is turned do the fuel and BCM relays move? Is there any signs of sparking damage on the relay contacts?
