thank you very much for the detailed advice. i still dont know what i will find until i unbolt the spoiler.
what i noticed is that it was painted over a previous color that seems the original. perhaps their mistake was that they did not prepare the surface or lightly sanded it to make it slightly rough so the new coat could stick. so maybe even i dont need to remove the paint. will tell.
