I think I would be contacting professional detailers or body shop guys. They have seen this kind of thing before. I now years ago my cousin ran over paint in the road. He did not realize it until it dried. He took it to a body shop and they got it off.
I agree, take it a professional detailer first and they'll advise if the paint can be saved or if its done.
