The bulb uses the two wire tabs, they do not ground to anything. I suspect you got a bulb with a broken filament and it makes/breaks contact at will. Get a different bulb, I suspect your problem will go away. If you have an 'OHM' meter, attach the leads to the two tabs and tap the bulb base. See if it moves the meter. If so, again, bad bulb.
