If you read many of the posts about the RCM, you know there is a member who will repair your RCM including the problem relays, for an extremely reasonable price. Contact him and get the overhaul done, it is much less expensive then buying a new one. The guy who repairs/upgrades the RCM puts better relays in the place of the bad one, keeps them lasting a lot longer! BTW, are you sure the secondary air pump is running at startup? You can hear a high pitched whine when you start it cold (from the front top left of engine as your looking at it from the front). That is the air pump the burnt relay usually originated from.
