Bad center rings can get the wheel a little bit off center and cause vibration at higher speeds.

The photo showing the use of a micrometer used backwards shows why you get a smaller measurement.
The flat part of the micrometer does not touch the curved surface of the wheel bore.
Use a inside micrometer or old fashioned inside callipers and carefully measure them with a vernier.
