Issues where the to 'flops down' can be due to mechanical failure of those straps and/or springs in the top - but it is ALSO common for the top to do this when You are moving slowly while putting the top up and you either hit brakes, hit a bump or if you are inclined "down hill" as you are slowly moving the car. SO, if it does it once but does not do it again, it is nothing to worry about.
If, sitting still and level, the frame "flops down" every time, you have a mechanical issue with the top. Robert McCubbin is one of the experts at this, I can bump him to stop in here and comment if needed.
