"Engine does not turn over". So, you are saying the starter does not engage? If the engine control relay output is missing from the RCM, the starter won't engage but the engine fan will warp up to high speed.
If the fan does not speed up but the starter won't engage, I'd go with low voltage to the ECU or Pulse modules. In this case, I would suspect, in descending order:

Battery
Battery ground cable, battery cable terminals
Jumper from Chassis to Block
