Looks like the traction control relay is bad. Try this:
With the RCM open, turn the key to the ON position. Pinch the traction relay closed and have someone turn the key to the START position to see if she starts (keep the traction relay held closed).
You can use a rubber band to keep the relay closed. Just don't close the relay until AFTER the key is in the ON position. Pretty sure she'll start.

I refurbish RCMs and can replace your relays if this is the problem. Email tighed1@hotmail.com for the details.
