as you’ve said fuse 10 is speed control I’m guessing that’s the spoiler? Can you clear one thing for me if the spoiler motor is blown does the manual spoiler button in centre console still flash red when pressed? As mine does nothing when I press the manual button no light

I think you are mistaken on the fuse numbers you have the arrows by on your picture.
when I look at the picture I see fuse 6,7and 9 with arrows beside it.
by your manual 6 controls your mirrors, 7 is bcm and a few other items.and 9 is buzzer and dome light and a few other things.
that’s why I would start by pulling the BCM and opening it up and check for corrosion and the solder connections. If it looks bad please refer to the link I sent earlier to get it repaired.
Id also pull the buzzer replace fuse 9 and see if it blows again if so we have a short somewhere else.
