You should jack the car up and see if the cable is too loose, or perhaps it is not routed properly. Do the parking brakes hold the car from rolling on a hill? Do you hear a noise when the car is driven ?
He never mentions the word ‘brake’, I think he means putting it into ‘Park’ it’s an auto.
