You better keep looking in the service manual, the steering angle sensor is in the steering column, but it's before the clock spring.
I'd be quicker to suspect a bent pin in the diagnostic connector to be the culprit. If we can trust the manual's diagrams to be accurate, (and we can't), then you have limited suspects here: The diagnostic connector, the steering sensor or a wire somewhere pinched to ground.
