Put an ohmmeter between ground and the low side of the fuse. PUt it in "audible" mode and if you have a dead short, start messing with the diagnostic connector to see if you can make the short come and go.
If not,take the trim off the column and go after the wiring to the sensor. Unplug the sensor and see if that clears the short. Don't throw parts at it until you have isolated where the short to ground is.
