THe test is the fan.

Car won't engage starter.
  • Leaving key at "ON" for 30 seconds causes fan to run at HIGH speed - RCM is at fault (no output from the Engine Control Relay, so the ECU is not powered up).
  • Leaving key at "ON" for 30 seconds does not cause fan to run at high speed - very likely battery, as this indicates power is available to the ECU but not enough voltage to engage the relay in the Pulse model, so no starter.
