There is a single fuse for the wing, Fuse 20, 30 amp fuse (well, it was fuse 20 in 2007, they moved it around a bit, over the years). I'd be looking at the fuse first, it if is blown and it blows again, you must determine if the fuse is blowing when the motor is activated, which would imply the motor is bad or linkage is hung up.

If the fuse is good, I'd question if, perhaps, you have water intrusion in the trunk/hatch lid that has corroded the connector that feeds power to the wing motor.

If not, it could be a failed limit switch, altho I doubt that. The entire operation of the wing is in the Body Control Module, failures of the BCM are rare but it is possible you have a bad BCM.

The only way to manually raise it, would be to unplug the connector at the motor and "jumper it" to a source of battery power and ground. If it wont move, reverse the polarity of the wires, it if still won't move, the motor has failed.
