I think you need a new RCM, but to be sure, do this:
Get in car, turn key to START. If dash comes alive but starter does not engage, release key to ON and wait 45 seconds.
If engine fan warps up to HIGH speed (it will be LOUD), your RCM is bad. Order a new one and have your bad one shipped to DJ for rebuild so you have a spare.
Many of us now carry spares.

If engine fan does not speed up in 45 seconds, post that information and we can look at other ideas. My first one is the battery is bad. The AUtozone test is almost meaningless.
Low terminal voltage when the key is 'ON" will prevent starter engagement. The battery can pass a capacity test and still have low terminal voltage. We've seen this many times.
