I think, as I said, your Traction Control Relay output from the RCM is the problem.
Driving the car and observing the speedometer will confirm if this is the case. The speedo does not work if the traction control output is not there.
If the speedo works, then I might go along with the low voltage/bad alternator/bad battery cables/open block to chassis cable kind of suggestions.
Speedometer works, when the vehicle is off the battery has 12.6 volts, when the vehicle is on it goes to 14
