Posted this yesterday but somehow I deleted it. Charged incorrect positive and negative all with trickle charger to answer questions posted to me yesterday.
turn key on group of lights come on the dash. Top works, headlights work, fan works, windows work, radio works. if I turn key to start nothing happens when I let key go back it locks there and will not go back to start position. after about 15-20 seconds seems like do I hear fan running.


"Seems like" is not helpful. Pop the hood, try to start the car, if the starter does not engage, leave the key at "ON" and wait 45 seconds. Is the engine cooling fan running or not?
This tells us a LOT about what is going on. Considering Im in Texas and you are in Michigan, this is probably the most information you can give me as to what is going on, but "Seems like" is not helpful at all.

And ONE MORE TIME, was the charger connected to the battery apart from the car or was the car's wiring also attached to the 'backwards connected" charger? Im' getting the idea you may have harmed the PTCM/ECU.
