Default Which Scan Tool for FLOOD car Repair

I need some advice regarding the purchase of a Bi-Directional scan tool. I've got a flooded Crossfire that I'm going to repair with parts from a donor car. I'm going to swap all the electronics located at the level of the seat cushions and below including airbag module. What functions does the scan tool require to properly integrate the modules from the donor car? If the Mercedes modules are VIN coded to the car, does the scan tool "ECU Coding" function allow writing a new VIN or do I have to have "ECU Programming" also ?? Any guidance appreciated as I'm going to buy something this Black Friday...
