With that in mind, thinking about 14 years experience and the doubt that this might be the issue - something is causing the warning beep every second when the failure occurs. It seems to me that the PTSM is working, as something is seeing that something is wrong and causing the light to flash on the switch and the beep, and am wondering that if the PTSM is dead…would it get that far?
What sends the signal to cause the warning beep and the light to flash?

The beep comes from the instrument panel on command of the PTCM. There are two basic reasons for the beep:

1) The PTCM causes the beep to signal something is wrong, this "something" is usually the PTCM thinking that the last raise or lower cycle did not complete. This means the PTCM thinks the top is not completely up or down.

2) The other reason it beeps is if the PTCM has enough brains to know it does not have ALL of it's brains. That is, that the PTCM is bad.

If the beeps start only when you start moving the car, then the cause is almost certainly #1.
