It looks horrible but I wonder if it really IS all that bad, under the dirt? I'd expect a lot of issues with hydraulics and fuel injectors, as well as seals and bushings.
But that does not mean you can't bring it back to life. On the other hand, there could be surface rust in the cylinders by now.....
