Does the RCM control the computer module under the dashboard to let you know what the code is for inspection failing. Thanks for any help!
You are doing it AGAIN. There is no "Computer module under the dashboard". You are asking technical questions but not using proper terminology and you think WE are the problem?
If you are going to be snotty when asking people for FREE advice, you will find your account disabled. We give of our time freely and such effort is usually appreciated.

The one thing "under the dashboard" is the airbag module (hidden under the console just below the ashtray, etc.)
Another is the TCU "Transmission Control Module" under the passenger's feet (automatics only)
I can't think of anything else. I can see them failing it for an airbag code, but they did not fail mine here in Texas and my airbag module is D E A D and has been since 2016.
Now YOU are in New York, I"d bet they are worse than Texas - so who knows? Try to find out what failed. Here in Texas, they give you are three page report, generated by what failed. Both my car and bike failed this year, Truck due to a bad O2 sensor and car cause I had just changed the RCM earlier that day. (YES, changing the RCM or even unplugging it will cause a "Not Ready" which is a FAIL.)

So, did the car fail due to a code or did it fail due to not being "ready", that is, not being driven enough since the battery was changed/disconnected or the RCM was unplugged (either of which wipes out the emissions memory)?
