You make it sound like the diagnostic port is not working.
I'd go get a cheap code reader and try it myself. If an off the shelf code reader can talk to the car, they go try another shop.
If the code reader cannot communicate with the car, it's time to fix what ever is wrong with the diagnostic port.

But you MUST determine what is really wrong here, IS there a problem with the car or not?
