The horn not honking with the key off is how the car was designed.
It's stupid but that's how they designed the car.

If you send the RCM to DJ, he will replace the relays, reflow solder and add a mod where the horn will honk with the key off.

I sent him my bad one, but I also bought a new one. My "DJ fixed" one is my spare.
