Sorry, but the EVAP system is mandated federally in the USA (and I am pretty sure the EU mandates it as well).
So you cant blame the Germans. Blame those you voted for !
Another example of their over thinking is the security pin in the ignition switch. I recently (had to) removed it with the help of a really detailed youtube video (thanks to the author). Removing the dash parts I actually had hardware left over or screws that did nothing. Anyway, enough ranting and raving. thanks again!
You are right here, the redundant lock thing is STUPID. The idea (at least from what I gather) was to prevent someone from stealing the car by pushing that cam in and unlocking the wheel - again, stupid, you can't GET to that cam without tearing into the instrument panel and removing the lock from the column.
