I reinstalled it and had no current at that fuse. I restarted it and turned it off and had 2 milliamps showing on the fuse with key off. Hunting for this drain has drove me crazy. ( short trip) . a lot of the fuses show miliamps for a second or two then go down to O. I didn't see the link about your electrical tips

And 2 milliamps has to be a meter error:
1) 2 mills is almost always a meter fabrication (it's an artifact of the A/D converter in today's cheaper meaters). With only 2 mills, the battery will last MONTHS.
2) There can be NO current with the key off unless the relay is sticking - replace teh RCM or send it to DJ for reworking in such cases, a stuck relay MUST be replaced before you proceed.
To verify this, measure the voltage at the fuse with key off, if it is not ZERO, yank the RCM and get it fixed or replace it.
