Default 3/4 inch hole

Just curious, What is the purpose of the 3/4 inch hole behind the rear license plate?

I believe it is there to access the trunk/hatch lock mechanism in emergency situations

That is only through the license plate lights.

Some cars have it and others do not, it may be just a tooling hole.

There is a bolt there that helps secure the rear bumper. It is the same bolt that is on the front bumper on the top (2) and in another few places.

Ever hear the story of the people who build houses (or anything else for that matter), that puts things in places that seems to make no sense? Maybe this is one of those cases. Engineers are a funny lot... DMV just sent me a new license plate yesterday (new design and another column of alpha-numeric characters), mine has the hole, there is also a VIN sticker there as well. Been quite a while since the plate was off, I had forgotten those were there.

All the cars have them. From the factory, there is a decal applied over it. There is a T30 screw behind it to secure the bumper cover.

I should have remembered that, as I have had the rear bumper cover off my Limited. There was a time I could recall most things, not anymore ........maybe that's a good thing?
